Ivanpah BrightSource project- Is this a done deal or can it be stopped?

First here is a photograph taken in the general are to give you an idea of what the place looks like.

As you can see, there is a variety of vegetation, not just creosote bush, with a nice desert pavement.
Just imagine what it will look like after Bechtel-BrightSource construction crews get through scraping
off all the vegetation and compacting and smoothing the dirt, digging the drainage channels, putting in the mirror arrays,etc. If you would like to see how that will look, please head over to this great article and photos

It's not a pretty sight and not easy to swallow if you love the desert, here is a general view
looking out at the general location of the proposed site:

From what I've read on the net, it appears about the only thing stopping this project are about 2 dozen desert tortoises that happen to live in the area.

Two dozen tortoises, plus caring individuals and organizations vs. The BLM and other federal agencies, the state and the governator, and the SOLAR INDUSTRIAL COMPLEX. Stay tuned for the fireworks to
come. My guess is the bulldozerswon't be starting up in March as planned.
